It's up to you - either you host the 3CX telephone system locally or you use a cloud provider that you trust. Use a provider that provides standardized virtualized Linux servers (VPS) or a special 3CX hosting partner.

Depending on your requirements, you can operate your 3CX telephone system on your own server (using Hyper-V, VMware or KVM). MiniPCs (e.g. from Intel NUC, Shuttle, Zotac Zbox or Gigabyte) are also suitable for smaller installations.
A backup and restore function is already integrated in the 3CX telephone system. You can therefore adapt the deployment if necessary, e.g. by moving to another server or to the cloud. This makes it possible to
- virtualization using VMware, Hyper-V or KVM
- low-cost deployment using Raspberry Pi or MiniPC
- A simple switch to a different type of deployment
